Familiar with altering phpBB/XMB/vbulletin/other? I need your help.

I would like some quotes for this particular project:

I am looking to alter a forum script (be it XMB, phpBB, vbulletin, etc) so that, in specified forums, visitors have to pay a certain fee before posting a new thread.

Example:
http://www.sitepoint.com/forums/forumdisplay.php?f=50

This would need to be integrated with Paypal.

I consider this more of a request than an offer - if it's possible, I'm looking for quotes - estimated costs - to see if I'm even willing to go for this project.
