Need some one to build my site

I need someone to build my website! I need a site much like hourlydump.com. This site automatically updates more videos itself. I also need a feature for people to be able to upload their videos, but I have to approve before they are listed. More details later. I do not want an amateur doing this for me so if you are not a serious designer please do not email me!

Well I work on a by the hour rate usually however for the right lump sum I might be swayed. What renumeration did you have in mind?
