If you're looking for a quote then it might be helpful to post a jpg of your design.
As coding a layout can take anything from 10 minutes to 10 hours depending on the complexity of the design.
A single figure for psd -> website wouldnt be fair.
You should also state whether you required the coder to add the content for you or merely provide a basic template.
