PC stuck on startup screen

Hello im back here for more help.

Whenever my dad turns on his computer it gets stuck on the startup screen and just says COMPAQ and stays there and doesnt move...He is running windows 2000..anyway to make it move

Are you able to get into the BIOS etc? like does the motherboard respond to input from the keyboard?
