Apache configuration. For some reason I need to put a "/" at the end of my URLs?

Hi, I am running Apache on my server, and for the life of me I can't figure out why I need to type the end slash for my URLS.

ie

www.website.com/test/

why not

www.website.com/test ??

If anyone knows, please let me know. I am sick of my clients telling me that the site is down, and all that is wrong is that they forgot the '/' :(
