Simple Online Multiplayer Game (need coder and site designer)

We need a coder who can code a simple online game like http://kingsofchaos.com, except there will be added features and greater depth to the game's gameplay. Coding the game itself is pretty simple since all the coder really needs to do is a bunch of simple mathematical operations. To make it easier for the coder to understand the basics of what we want, we have supplied an account that they can use to play Kings of Chaos on http://kingsofchaos.com

Basically all the coder has to do is make another kingsofchaos except with more features (that we have ready-listed and ready-explained in word files that we will send). We will also be available to talk to online (or phone if you're within the U.S. and Canada) to answer or explain anything to the coder through the coding process.

Also, we would prefer the coder to also know about web designing, so that we wouldnt have to worry about getting 1 coder and 1 site designer for the whole project. After the game is coded it will be implemented into a server with the designed site and then set for launch for the public to start signing up and playing.

Sorry, you need to give a much better description on that. We need a set budget or at least a rough idea of how much you are willing to pay.
