how to create a windows xp or 2000 live cd

dose any one know how i could create a live cd?
i know that they have one for win. 98 and win 3.11
is this even possable? if so could you give me a few ideas that could work for this.

I am looking to make a o.s. that will run from the cd. with the envirement of a start menue programs ect. ect. i have a copy of bart's preinstalled envirment and its not quite what i am looking for.
