In my page I have it split into 2 boxes (using CSS divs). However if one box is bigger than the other then the other does not adjust to the same height as the other. How can I get them both to be the same height at all times?

Also, Can I also set a minimum height they must be at all times?

Are the Div's side-by-side - so you want them to appear as columns?

Two methods really; use Faux Columns (http://www.alistapart.com/articles/fauxcolumns/), or use Javascript (http://www.devarticles.com/c/a/Web-Design-Standards/Matching-div-heights-with-CSS-and-JavaScript/).

As for minimum height (min-height), I think most browsers support it, apart from IE. There is a hack (http://www.cssplay.co.uk/boxes/minheight.html) though.
