Looking for skilled designer to make a template

I'm currently working on a project that needs a site template designed.

This would consist of a single page coded. No need to fill in any of the specifics, as I can do that.

I'm a great coder, but cannot do art worth a damn, which is why I am out sourcing this.

I do not mind paying, as long as it is not an arm and a leg.

as of now there is no real 'I want my site to look like this'
so there is a lot of freedom for the designer.
