hi
well i have try this one http://wsabstract.com/howto/htaccess10.shtml but i think did something wrong becuse i have try like 5 times and nothing is happening
so i am asking if there anything alse eazyer or if someone that can be realy nice to put all stuff i need on zip file
i dont understand htaccess and iam new in javascript
so pleaseeeeeeeee help i realy need it

The example you mention is a server set-up property.
As far as it goes with htaccess, it is an Apache feature and not mirrored exactly on IIS. (Apache generally being a Unix/Linux webserver and IIS being the Microsoft webserver). The IIS equivalent is the "Restrict Access" feature, which you can set by right-clicking a folder in the Personal Web Manager, click properties, then the directory security tab, click the edit button in the "IP addresses and Domain Name restrictions" box.
To do exactly what you wish, preventing someone from stealing your bandwidth, I would guess that modifying the server preferences is the only way to do this. Javascripting will not do exactly what you want.

Do you want to link to other peoples images or do you want to stop others linking to yours?
If you want to link to images then there are royalty free sites out there that let you select images to include on your site and there is always an email you can send to a site owner or image owner to ask for permission of use.
