I am pretty sure i've seen the code and i think it was for frames, anyways, is there a script to stop others from stealing bandwith?

I noticed that somebody in italy has my entire index and a few pages and pics on their site. i found this by viewing my hits log.
i am not proficent in the ways of java , i am self taught :).
if anyone here could help me i would greatly appreciate it.

i forgot to add that is there any way of blocking bots?
i am viewing my error log and it list the page there were sniffing out and the clinet. i assume the client are the theives.
i wouldl ike to block them if i can

The encoding link What all does it work for and do?
I am also having this situation and with many many E-mails have not gotten it stopped. The individual is trying to shut down a good idea and must be stopped.
