How can i wrap my text with text?

i'm doing a forum and i want it to have button that wraps the text with , i mean when the text is selected it will wrap the selected text with [quot] in the beginning and [/quote] in the end, but if non of the text is selected i want it to just write [quot]. can anyone help me?
