need a programmer riter to do this for me wil pay for work done

hi i have a site

we do vinyl car graphics ect
i want to add my new service making printed show plates /licence plates
how ever i cant seem to find a script or page i can modify 9with my limited knowledge)
i want some thing like the designer program on www.fancyplates.com ect
no idea what this will cost me to get done but the rules say i have to state a price
so willing to pay up to 200
will also need some help with a few other pages links ect not working
