W3C Failure

I checked a site that I'm just getting started on through validator.w3.org/ and found an error that I can't figure out. If you wouldn't mind having a look I'd really appreciate it. I like to keep things straight as I go along. The address is http://hovsc.org/CGW_Test/

It's the fourth error that I don't get: "end tag for element "HEAD" which is not open." I believe the first three are being caused by the fourth and likewise with the fifth. Anyway, I can't find my mistake. (Six and seven I have no problem with.)

it usually works the other way around.
start with the first error and work your way down. the errors further down sometimes get fixed automatically as you progress through the coding top to bottom.

Noscript tags aren't allowed in the Head. Link tags are not also allowed in noscript tags. Edit you also close your link tags like so /> that isn't necessary in HTML.

Isn't necessary is an understatement. They're flat out not wanted. I took them out and the error flags vanished.

I also moved the Noscript tag and took care of another error. Don't know what to do about the link within the Noscript tag. It came with the menu system I'm using and I think it's necessary. Any thoughts on this?

Your page shouldn't rely on javascript to look good. Your page should be functional without javascript. Go through that separate CSS file and combine as many styles as you can.
