Im not so sure what is going on here, im providing an image to the two things that are incorrect on this page.

http://www.lonelylizard.com/~eli/files2/14794506.jpg

The nav bar is displaying vertically and not horizontally, the code for that is:

<div class="horzmenu">
<table width="100%" id="userlinks" cellpadding="0" cellspacing="0"><tr><td><div class="memberbar"><strong>Logged in as: TheSavior</strong> ( <a href="http://www.lonelylizard.com/~eli/forum/index.php?act=Login&amp;CODE=03">Log Out</a> &middot; <b><a href="http://www.lonelylizard.com/~eli/forum/admin.php">Admin CP</a></b> &middot; <b><a href="http://www.lonelylizard.com/~eli/forum/index.php?act=modcp">Mod CP</a></b> )</div></td><td align="right"><div class=memberbar><b><a href="http://www.lonelylizard.com/~eli/forum/index.php?act=UserCP&amp;CODE=00" title="Edit my settings, such as signature, avatar and more...">My Controls</a></b> &middot; <a href="http://www.lonelylizard.com/~eli/forum/index.php?act=Msg&amp;CODE=01">0 New Messages</a></div></td></tr></table></div>

the second, im not sure what is going on at all. When you click a link, it becomes a block.

You haven't given us enough information. A link to the site would be handy. Looks like your links were display:inline; before not they aren't.

Can you setup a test account? It seems you need to be logged in to see the problem.

you can register for an account here: http://www.lonelylizard.com/~eli/forum/index.php?act=Reg&CODE=00

or if it is easier i will set one up.

Just set up an account, it will be easier for others who are trying to figure out the problem.

It looks like you are confusing classes with ID's, classes are called with a . (dot) in front of them, an ID is called with a # sign in front of them. Your problem is here

.userlinks a,a:active,a:visited,a:hover
{
vertical-align: middle;
display: inline;
}
The above should be

#userlinks a, #userlinks a:visited, #userlinks a:hover, #userlinks a:active
{
vertical-align: middle;
display: inline;
}

okay, i did that, but that only fixed one problem. Why are the styles on the nav bar affecting all of my links?

Because there is probably another style somewhere that is causing the problem. Notice what I changed. I think menulinks is another place where you do this. you define the first link by saying its in userlinks but your others weren't defined hence why they were affecting other links. Cascading, remember that word it comes in handy when you use CSS. For example here

.linky a,a:active,a:visited,a:hover
{
font-size: small; background-color: transparent; color: #000000; display: inline;
}
you define the fist link but your other links aren't defined. Same thing here

div.links a,a:active,a:visited
{
font-weight: normal;
text-align:left;
display: block;
color: #fff;
width: 150px;
padding: 1px 0px 1px 0px;
text-decoration: none;
font-size: x-small;
border-bottom: 1px solid #000000;
border-top: 1px solid #eee;
text-indent: 5px;
}
