Do you have any webspace in mind yet? Most service providers provide free webspace for their customers that you can use, otherwise as cg9com suggested you could use free web space offered by some parties like geocities and yahoo. Usually, they offer a means of online uploading, which is an easy alternative when your site is small and basic, otherwise you need to use an FTP program like SmartFTP (http://www.smartftp.com/) to upload your stuff.
