problem in c:\mysql>ppm install DBI.ppd

hi,
When I try to install DBI through ppm it says

C:\mysql>ppm install DBI.ppd
Error: No valid repositories: Error: 403 Forbidden Error: 403 Forbidden,

The contents of DBI.ppd file is
