cgi on window

I have a question. I don't want to run my cgi code on server, so I went ahead and downloaded the phpdev5 beta version. After that, I had no idea how to run my cgi file using that apache on the window. When I clicked on those cgi files, it prompted me to choose a program to open.

My question is, how can I run cgi file with phpdev5?
