Ofcourse not.
Mozilla has the best support for CSS2 (hell,Mozilla even supports some CSS3 properties).

Internet Explorer 6/Windows has decent support for CSS2 properties, but is missing support for the more powerful ones.
And it is completely lacking in the CSS2 Selectors.

Internet Explorer 5/Mac, on the other hand, is only bested by Mozilla. :)

Opera 6 also beats out IE6/Win in terms of selectors and some properties.

tr:not(:first-child) > td > .aclass + span {
/* bla */
}

Is an example of selector consisting of numerous simple selectors. Only Mozilla supports the CSS3 :not pseudo class currently.

IE6/Win only supports tag name selectors, class selectors, id selectors, the descendant selector, and a few pseudo-classes on links - which is severely lacking.

Take a look at these pages for more about CSS selectors and which browsers support them:
(Note that Mozilla has the best support,as you can see at the Quick compatibility table at CSS tests (http://www.xs4all.nl/~ppk/css2tests/:):
1 Mozilla: 38.5 points
2 Konqueror: 30 points
3 Opera 5 & 6: 29.5 points
4 Explorer 5 Mac: 28 points)
