Compiled code help

I have code compiled into .exe

It was written in Flash, but it is not .swf format

I just need to know why flash programs can be .exe instead of .swf, and is it possible to make the code into a .swf?

The executable version just has the flash player built into it so you don't need anything special for it to run on your computer.
