I was wondering how to make a .gif animation. Can I use Adobe Photoshop 7.0 to make it. If so, how? I tried using the help but It tells me to select an option that does not even exist. Any help would be greatly appreciated.

Have a look at using the Frames in your paint program. This will allow you to create animated gifs. I use Corel-PHOTOPAINT which works brilliantly.
The Corel Graphics Suite also comes with a program called Corel-RAVE which is specifically for animations and buttons etc (a cheap version of Flash)

Yes you can use PhotoShop 7.
PhotoShop comes bundled with another program called ImageReady. You can start your aninmation in Photoshop and then move it to ImageReady for animation or you can start the animation in ImageReady and make adjustments to the graphics in Photoshop.
The method you use to create the animation depends somewhat on what you want to do.
One technique I have used in the past is to create a background image on one layer in Photoshop. Then create other images on other layers. These other images will be animated by selecting the times they will be visible or invisivle and by moving them across the background.
Use ImageReady to specify when the animation layers will become visible/invisible and to tell ImageReady to move them from one place to another at specific times in the animation.
The motion of a layer uses a technique calle 'tweening' to create the illusion of motion as the layer is moved from one place to another.
You can learn all about creation of animations in ImageReady from the documentation, but be sure to ask more questions here if you get stuck.
