You dont have to use Photoshop to create a good layout. XHTML and CSS should do the job.

You can't make a web site with Photoshop; you can only create the visual appearance of one.
If you can't or don't want to get into learning proper markup and styling techniques, I guess you could use something like DreamWeaver, but I'd still strongly recommend getting to grips with (X)HTML and CSS.

What kind of a site do you wish to create? Perhaps there are ready-made solutions that could fit your need.

Lastly, although a strong design and appealing visual appearance undoubtedly bring value to any web site, it's good content that draws people in and makes them want to come back, especially since more and more people use search engines as their primary navigation tool.

I would recommend using FrontPage to build your site. It can't be done any easier than that and you will soon progress

Please excuse the crude, not-to-scale example but... Make your photoshop layout (I used Corel but same difference) like this...

Then, slice it up to make 3 different images (or as many as you require) like this...

And this... (The header and buttons could be part of the same image)

Hey presto... ready made site backgrounds that can be inserted in FrontPage as you would insert them into a Word Document (almost).
