I suggest http://www.guistuff.com they have an excellent source of high quality page guis including navbars. You do have to register I belive but it is free.

It's a term project from one of my computer classes at college. I have to create, maintain, and add to a personal website through the length of the course.

youcan get software to do all the updating but i have never used one (i have made a special PHP updater for myself)
