What software is the best for cutting small piece from DVD and put on the web?

Hello!
I need to cut small pieces from existing DVDs and create movies-previews for the web.
What software do you recommend? I have Windows 2000 AMD -K7(tm) Processor AT/AT compatible.
I have Adobe Premiere 6.5. Is it a good choice?
If it's not what software is the best for this project?
