Is it possible to apply this code
<style><!--a:hover{color:FFFFFF; }--></style>

to different links?

For example have some links on the page change to white when the mouse is over them, but other link don't change color when the mouse goes over them?

If the page is sectioned with different color schemes then you can regionalize the effect by scoping the class:

if you set style this way:

.class1 a:hover { color:#ffffff}

Then you can do this:

<span class="class1">
<a etc....> will inherit class
<a etc....> will inherit class
all kinds of other stuff
<a etc....> will inherit class
</span>
<a etc....> will NOT inherit class
