If you have any major Graphic editor you can always open the file in it and Save the picture as a .gif. If you do not, you can use IrfanView (http://www.irfanview.com/). its a free graphic (and other) editor with amongst many other features can convert most graphic to any standard format
But u must remember that a .png can contain all colors at the same time, just as .bmp, while a .gif can only contain 256 different colors at a time.
(Your Banner contains 1758 different colors)
and you do not have to convert a .png to a .gif as both are standard web graphics unless of course you have a special intension by converting it

it's because the image is getting dithered.
When convert the program finds up to 256 colors that it tries to combine so that the converted graphic looks as close as possible to the original file.
e.g you have an image with three colors (red blue and green) if you try to convert to a twocolor image you will see yhat the image will be even father from the original because no 2 colors can be combined to those 3 colors of the original image
the image here (http://www.lerura.dk/banner.gif) is converted by psp by redusing the colordepth and saving it as a gif .
do you like that better

Why can't you use the png I see no transparency in it so it shouldn't be a problem for the browsers that don't support it.
