Which program is easiest for creating a document in which people can download a PDF or WORD DOC and then check the fields that they want to, and then email back so i can print out their response?

Such a "program" is to my knowledge non-existent: you'll need Adobe Acrobat to create a pdf and MS word to create a word doc, and so do the people that would need to edit these files to be able to send their response back through e-mail.
If that is your objective than this post would be in the wrong forum anyway.

However, I get the feeling that you're really looking for a way to allow persons to fill out a form and sending this to you electronically; such could be accomplished with a HTML form, made available on a web site, and a piece of server side scripting to handle the form once submitted. The results could be made available to you in a number of ways.
In that case, your post is in the proper forum.

Actually, Acrobat allows you to create forms that can be filled in by someone using Acrobat Reader.

Actually, Acrobat reader only allows you to view the PDF, not make any changes to it. if you need to make changes to it you will need to have Acrobat but not many people actually have Acrobat.

Not true, I've filled out forms on PDFs before. Hyperbole is correct.

AFAIK, you've got to create the document elsewhere then inport it into Acrobat then you can apply other features etc to it from within Acrobat.

If you can use asp, I just started using aspPDF from persits software. It allows you to provide a normal web form and then take that data to a pdf template to be printed out, saved on your server downloaded or emailed. Not sure if that's what you are looking for but if so, it's pretty easy to use, a bit costly though @ $300 for a single license.

well, i actually just built a form in html and am using formmail. so i guessed i solved the problem. i figured out that you need acrobat professional to make a fillable form, which i downloaded a trial version for and got it to work but, it only sends the data to an email and not the filled pdf. the user would have to save it locally and then attach it which is too much work for people to do. we want it to be easy so people will take the survey and submit it quickly. thaks for all your help though.
