What are you ultimately trying to do?

Is this what you are alluding to:

<table someatributes>
<tr>
<td someattributes>
<div style="overflow:auto;">
<table someattributes>
<tr>
<td someattributes>
somedata
</td>
</tr>
<tr>
<td someattributes>
somemoredata
</td>
</tr>
</table>
</div>
</td>
</tr>
</table>

I didn't include any css except for the div, but you can do your css as you see fit. Both tables can be expanded as much as you want and the table in the div will scroll within the cell it is located in.

Im trying to make a square or rectangle, that is like a form but one that only I can modify and others can only see. And I can place this anyware i want within my site. Also its not to submit something its just to show updates.

Maybe an iframe is what you want? It'll display a file in a square or rectangle based on how you define the size. If the file is too big to fit the window it can scroll.
Drop this in your html file and see if it looks like what you want, then resize it accordingly.
<iframe src="yourfile.htm" width="100" height="100"></iframe>

...like a form but one that only I can modify and others can only see.

Do this:

<textarea rows="10" cols="80" READONLY value="MY Text Goes Here"></textarea>
