so basically, I have a map of North America with little icons for certain cities, each "city icon" is layer based slice. what I am trying to do, is when a user rolls over a icon, it displays the city's name.
I have done navigation menus rollovers before, but i always had to duplicate the layer i wanted to change and substitue the "rollover" layer visibility with the original. This method is not ideal for what I am trying to do.
What I am currently attempting is to make the "hidden" city name appear on the rollover. I am attempting to do this by making the "hidden" city text layer visible on the rollover. I then save as optimized... for web and the rollover doesn't work when I load the page up.
Is it possible to have text on a layer with an icon or does text always create a new layer and am I going about this correctly?

Click on locations on the navigation bar on the left, you will see the basic idea of what I am trying to do with the map. (I only want the city name to appear, not an interactive menu and I know they used flash for that).
