Form tag makes table thicker ?

For some reason, when I have a table, and I put a drop down list with a form tag, it makes the table bigger.

If I try to do it, and do not put a form tag, the table stays the same size I wanted it to. See the example:

Putting your form tags outside the table will help:
<form><table></table></form>

Or use CSS: <form style="margin:0px;">
