Menu which drops down over a frameset not behind it

Please help I already have a menu in javascript which I have been suing quite successfully on my site, but now I have added a new section which is frames based and the navigation will not drop down over the frameset insted it loads behind it.

Can I make the menu appear on top? If so how?

Some menus can, some can't. Depends on what you used.
How to modify it is highly dependent on what's there already. ;)
