Well, generally there are 216 colors that are considered to be "Web Safe" but I think the term is pretty useless now-a-days. It all goes back to when monitors had troubles with some colors.

The traditional web safe colors are those which the hex value is either 00, 33, 66, 99, cc, or ff for the Red, Green, or Blue values.

Remember all colors can be represented in a hexidecimal format with 3 2-digit segments representing red, green, and blue respectivly. The higher the hex value, the greater the strangth of the color.

Examples:
#000000 = black
#FFFFFF = white
#FF0000 = red
#00FF00 = green
#0000FF = blue.

Did I explain that well? I know what I mean, but I'm not sure if I mean what I say?!?

Those are indeed the "web-safe" colors as originally defined by Netscape; i believe Microsoft defined a different set, more in accordance with their Windows color palet.

Color display depends on a lot of things, the application, the operating system, the hardware and the system configuration for a particular computer.

The old "web safe color pallete" was suppose to include only colors that almost every computer could display properly, regardless of the browser, monitor, and system configuration. Apparently, it wasn't too safe after all. See http://hotwired.lycos.com/webmonkey/00/37/index2a.html?tw=design
