How can I determine if a particular web page element is readily viewable (without needing to scroll the browser window)?

With all of the different user-definable font and browser sizes now available, I want to let my content just flow as it may, but pepper it with display sensors.

Upon loading, these sensors could quickly determine what content is "above the fold" and what is not. After scrolling, these sensors might offer clues about what type of content retains more user attention, and which does not.

Of course, that won't really tell me if the hesitant user regards such content as truly interesting or merely confusing...
