is this possible with any program?

I would like to pull in some text from a file dynamically and output it to the screen without being in a window, so it will just pop up on the screen.

Are you trying to do this in the Windows/Mac/*nix environment or online?

you could make it an image and absolute position it to where you want it to appear on your screen

I presume you are looking to get this on a website, and you would need javascript to do that, so shifting it over there where the gurus can help.
