Well, the character of Peter is supposed to beaevery obnoxious Rhode Islander the creator met or something, so kinda, but that kid is just pure coincedence.

No, it's not, it's a joke. The photo is real, but the name is really someone else. I saw it on Snopes.com not too long ago.
