Is there a way to place a url in CSS, so that when you hover over an image, you can click and have it take you to another page?

You want a picture hyperlink?!

<a href="yourpage.html"><img src="yourimage.jpg"></a>

Not in CSS, only HTML. CSS only styles markup.
