Training site - Who want to develop it?

I am looking to make a training site. I would like to make it in flash and have all the information on a database that can be readily pulled. I also want an administrative login to see who is registered and who is doing what. I want to be able to have test and for the information to be stored in case someone doesn't finish the complete test.

I have a sample of more or less what I want to have done.
