This is probably happening because you are doing something before you set the sessions.
Can we see the sessions.php and the index.php files?

Okay my guess to what you are trying to do is intergrate the phpbb account system with your website. What the problem is is that phpbb already started the header segment of the coding in sessions.php and then you are trying to start it again.
