Adding Databases?

Hey there, easy question i'm sure:
I have a webhost www.fusion3k.com
I have MySQL support, and was wondering how to connect to it?
I read alot of posts where you guys talk about PHPDEV and the like, was wondering what the best option is, in your opinion, where to get it, and what it does exactly. I'm confused :(
When I install it will it help me connect to the database?
On my server admin page it has the option to "create database" but I'm having problems with it and the Server Admins are looking into it, so do I even need one of these applications?

PHPDEV is a package you can install on your local pc to develop and test your website and server-side applications before you upload them to your web host.

As for managing your database on your webhost check and see if they have PHPMyAdmin which many hosts use. If not you can download the program yourself and install it in your web space on your host and use that to manage your mysql databases.

yeah, they have that, so i just use that huh? and i can test the other stuff on that phpdev app? neat. okay, lemme go d/l that now lmao.
