menu probs

I posted a menu problem a few days ago. I was told to and created a menu using <div> and I wanted to keep it hidden from my html code. I think I could do that as a css. How do I call that css and get the menu to work with my HTML code.

In short how do I call the css and get it to correlate with my html code?
