Saving to Cookies

Is there a way you can detect if a users cookies are enabled.

Add to the cookies values from forms for use on another page.

Write those values on another page?

How would you detect to see whether or not their cookies are enabled? Like if they have their cookies enabled it lets them enter the page but if they don't it sends them to another page?
