parents, children, siblings - RTFM problem?

I'm writing some code to traverse siblings, but I clearly don't understand the Document Hierachy as my code is stopping before I think it should; I expected all (top-level) elements within a TD tag to be siblings but they ain't.

I am having no luck in my books trying to find how it works. Would someone kindly point me at a suitable place to look this up?
