What are some other positionings for css? People talk about fixing something, is that like keeping a table in a certain position no matter what?

Question #2: How do you get a background image so that it isn't really background but stays in front of the page instead of the back? Example (http://www.bungie.net). Sorry not the best example but see how that nav bar stays there? Is that nav bar fixed?

there is relative positioning absolute positioning fixed, and static, check em out at http://www.w3schools.com/css/css_positioning.asp

That is simply at the bottom of the browser window like this

its absolutely positioned to 16 pixels from the bottm, and its z-index is set to one, which is displaying it over the rest of the site
