Ignore the yellow-space :D in the header graphic, that's just there till I get round to putting what's going to be there there.
Apart from that comment on anything.
Remember, it's under construction, so sometimes I might lose a bit of code and break the page...

It seems very very simple. Or very unfinished. What exactly will those header/content pairs be replaced with?

Ok. I think, visually, this is a big improvement on your other stuff mate.
I think the fabric background tile is really nice, though it's hard to say wether it fits the overall design, as I'm not entirely sure what the site is about - for a 'Tech' site, maybe the backround is a little too ethnic/medieval?
Not too sure about the pale yellow in the middle section, maybe make it more of a cream colour. The fade to white isn't working for me either, the pale yellow and white looks a bit 'scrambled eggs' to me, and also the gradient looks a little abrupt.
The drop shadows on the header text need seriously toning down - make them a darker shade of the yellow (rather than a % of black) and decrease the distance from the text.
Not bad work though from a self confessed non-designer ;)
Just keep pushing those pixels, and you'll hit on something and know that you've got it.

Love the background. Rest seems a bit plain though. Also, visually, my eyes are drawn to the edges of the screen, as that's where the darkest/most prominent parts of the design are. The white to yellow gradient doesn't quite work - too abrupt and too messy.
Nice work ;) .

Changed the image, now got a black/blue background and put in the nav bar...
