Anybody can design graphics or do templates?

I just want a decent looking website and i only know basic html and have no money and looking desperately for a nice person free webdesign help, i'd appreciate it so much. Whether design from scratch or just edit little parts of a template i found and like on free site, I'm just a beginner that needs help. It's a rap and hip hop website and i need a menu of links on left side with 8 links or so, which i dont know how to do, and some cool graphics to make page look nice, which i'm not good at, and i need a scroll ball in middle of page for news to be posted.

If this is a work request, it should be in the "Work Offers & Requests" forum. Anyway, we're here to help you, not to do work for you. If you're having specific problems with a piece of code, script, graphic etc. we'll be happy to help you out, but this is just being lazy. Once upon a time the greatest web developers in the world probably couldn't spell HTML, let alone write it - but look where they are today! A little learning couldn't go amiss, so here're some resources to start you off:
