Hi,
I have a Martrox Quad card with a TV tuner on it. Does anyone know of recording/editing software? Video capture? Thanks.

Ulead Video Studio (http://www.ulead.com/vs/runme.htm) I've used it lots of times and I can say it's very good.
If you want to get something with more umph, you can go with some of the discreet range from www.discreet.com or Adobe Premier from http://www.adobe.com/products/premiere/main.html
Combustion can be used very well in-sync to compliment video footage, although I not being sure as to what you want to do exactly, it is hard to say.
There is just a huge variety of software that you can choose from.
However, as tboss has said, Ulead VisualStudio is a good option for basic things, and it is relatively cheap to buy also.

I just want to be able to take things out, or add things. Maybe put a title on it in the beginning or the end. Record funny clips from movies. Nothing professional just fool around. Can these types of programs be used to fool around with videos take with my camera too? If you don't mind, what are some of the differances in what the above programs can do? Thanks guys.
Well the ones I mentioned, apart from Premier, are really industry standard stuff, nothing you'd really want to mess around with and would cost you a few grand for each license.
For what you want to do, Adobe Premier may be on the steep side, so I'd suggest that you go for Visual Studio.

Premiere and Premiere Pro are very good video editing suites, but as they are aimed at professionals, they have a price tag to match. For home use, there is Premiere Elements - http://www.adobe.com/products/premiereel/main.html which is a cut down version of Premiere. That is a lot cheaper than Premiere. However, there are a load of other ones around.
I use Pinnacle Studio - http://www.pinnaclesys.com/. I have no idea how much it is, as it came OEM with my computer, but it is pretty good:D

Well, you could also try windows movie maker. I know i tried a lot of different things before i finally settled for ulead video studio. Since you're not doing professional stuff, you can just stick to that

for video editing (eg, compressing, sound/picture synching, splicing), Virtual Dub is about as good as it gets for free. it can also do video capture as well, though i've never used it for that (no capture card), so i can't attest to it's quality there.
for non-commerical, though, VirtualDub is likely more than you will ever need. http://www.virtualdub.org/features

for simple editing, audio video, splicing, transitions, basic titling etc.:
windows: Movie Maker
mac: IMovie
for more advanced video editing:
windows: Adobe Premiere
mac: Final Cut Pro
for compositing, special effects, etc.
windows: Discreet Combustion / Eyeon Digital Fusion
mac: Adobe After Effects
everything listed in this thread is fine for what you need, i'm betting movie maker or imovie will do you fine (and they're probably on your system already)... I added digital fusion because I personally love its workflow... takes a while to get used to since its visual... but with a couple of large monitors projects become very easy to visualize but its not nearly as popular from what i can tell to its competitors... and its pricey...
