PHP Dev Problems

I just started working on a message board and I was wanting to add more functionality to it. However, I've tried just about everything to setup PHP on my comp, and it just doesn't work!

I downloaded the PHPDev and extracted everything, but, it seems that PHP still doesn't work on my machine. Is there something that I can do to fix this?

if you want to reinstall completly dont forget to get a fresh copy of PHP.ini in your windows directory. i had problems with PHP and reinstalled the whole thing (webserver and all :p) and left the PHP.ini file and it ended up being that i had left socket programming enabled that ha screwed everything up

+ what OS are you running ? 95/98/ME/NT/2K/XP ? (ME has the most issues with phpdev)
