creating icon files....can I use any old image editor?

Can anyone here tell me if I need a dedicated icon editor to create my own .ico files, or can I create these files using Adobe Photoshop or Illustrator and convert existing .jpg, .bmp., or .eps files to the .ico format......

The reason I ask is because I'm trying to create a favicon for my site...

Edit: Nevermind, I answered my own question....Yes, you can. I just swapped the file extension of a .bmp file with an .ico extension and it worked fine....
