1-What is the best language/combination for a secure website?

2-What languages offer a balance of the MOST SECURITY to protect me and SPEED of the intended application for the user?

3-Which tasks in this project can I/should I complete independently before coming back (if applicable)?

4-What price ranges would reflect which stages of development for this project? (i.e. $10,000 for whole site to $1,000 for modifications of a completed site, etc.)

5-Any words of advice or contributions that would assist me in planning development (or just in general).

The security really depends on programmers, than the language. If there is a knowledgable person behind the webdev language, who is of course, aware of the security weaknesses that various coding styles in that language can create, thats the best combination.

My first reaction to this is: PHP/MySQL

Learning curve is very high on this one.

Seek some existing scripts (even if they cost money),
or professional help, if you don't know where to begin.

Thanks again for the help and pointing me in the right direction. I was so focused on trying to find some cut and dry answers, tutorials or guides that I didn't take other factors into consideration. All the same for taking the time to write back, I really appreciate it!

Sorry I did not intend to spam by placing this question in other categories, I did not know which one to place the question in (so I didn't want to leave a question that was more appropriate for the .ASP forum listed in the PHP forum and so on). Is it more appropriate to place the questions in various forums at spaced 1 or 2 day intervals if they possibly apply to more than one forum and are appropriate questions?

I got the impression that I am going to get booted by one of the moderators which is a bit unfair but at least (as a frustrated newbie)... now I know. It is unfortunate because this is a good learning resource for truly interested individuals and now I may get penalized because I'm stupid.
