which software is the best for creating water effects like lakes, ponds, sea, ocean and not to forget fire?can be in any format. do u have any idea. sick of looking for them and just can't find one!

You can use any graphics program really, but I would recommend Adobe Photoshop. At the end of they day, it is down to ability and design rather than ease of use of the program.

Very true, very true...
If photoshop's too expensive, you could try more pocket-friendly solutions like Macromedia Fireworks, Paintshop Pro, etc or you could try the GIMP. www.gimp.org (totally free)

yeh - animated eh? try Jasc Animation Shop (comes with Paint shop Pro) or Ulead GIF Animator. I have both of them, and GIF animator is good for somethings. However, I've been trying to play around with flash to learn more:D

I think you may struggle with this one, if you are after fairly abstract impressions of moving water, then you could probably knock something up in Flash - for ultra realistic animations though, you'd probably be looking at getting your hands dirty in a real 3D program - or using a Java applet
(there are quite a few out there that do a good job of rendering animated water).
